The requested training will be provided to approximately 30 internal auditors located primarily in Fort Belvoir, VA;

Richmond, VA; New Cumberland, PA; Philadelphia, PA; and Battle Creek, MI and Internal Review evaluators located, who are located in Fort Belvoir, VA; Richmond, VA; New Cumberland, PA;

Philadelphia, PA; Battle Creek, MI; and Columbus, OH. All of the auditors have over five years of professional experience, so this should not be considered an introductory course. Potential vendors should submit bids for conducting this series of classes BOTH virtually and in person. For the purpose of estimating travel costs, the training will be conducted at DLA Headquarters located in Fort Belvoir, VA (near the Washington DC area). All travel costs should be in accordance with the Federal Travel Regulations and Joint Travel Regulations per FAR 31.205-46.

The contractor should anticipate providing approximately 40 hours of CPE each year from fiscal year 2026 to 2030 (five years) by providing prices for 8-, 16-, 24-, and 32-hour courses for the next five years. Exams are not required for any of the courses selected, unless specifically required by the contractor to receive CPE credit. Although any similar length course in the annually updated catalog can be substituted, the potential identified courses for the next five years are:

• Emergency Contracting Basic Course (16 hours).

• Evaluating and Presenting Analysis Results (24 hours).

• Introduction to Analytics (24 hours).

• Appropriations Law Seminar (16 hours).

• G-Invoicing and The Intragovernmental Process (24 hours).

• Managing Project Quality (24 hours).

https://www.gao.gov/yellowbook/overview

• Anti-deficiency Act (16 hours).

• Contract and Procurement Fraud (16 hours).

• Fundamentals of Contracting (24 hours).

• Understanding Enterprise Risk Management, Internal Controls, And Fraud Prevention in The

Federal Environment (8 hours).

• Manage Risk Through Effective Enterprise Risk Management (16 hours).

• Internal Control: Meeting Federal Requirements for Accountability (32 hours).

• Keeping the Audit on Track (16 hours).

Additionally, DLA has the requirement that potential contractors may need to reduce a course listed in the catalog as a three-day course to cover the material in two days. The printed material does not need to modified, however, the classroom instruction will need to be adjusted by eliminating selected topics.

DLA Training Summit: Annually conduct one 16-hour class spread over two 8-hour training days from the same previously approved training catalog. The maximum number of participants in this class is 50 personnel. The location of the training summit changes every year. Travel costs are not a separate CLIN, but are broken down in the Section B Pricing spreadsheet to verify all travel costs are in accordance with the Federal Travel Regulations and Joint Travel Regulations per FAR 31.205-46.

1.1 PERIOD AND PLACE OF PERFORMANCE: The Period of Performance (PoP) will be a base year (12-month) and four 12-month option years. Individual course dates will be decided through a mutual decision between the Government and the Contractor. The Government will have the final decision regarding the date, location, and method of when the training will be presented. All courses would be preferred to be conducted in-person but could be conducted virtually if necessary.

1.2 SPECIFIC REQUIREMENTS: For each course selected, the contractor will conduct a live training class, where all participants are physically located in the same training room and provide the necessary training on this topic so that all participants can hear both student questions and contractor responses.

1.2.1 The contractor shall perform classroom instruction. The contractor is responsible for being knowledgeable of and adhering to the proposed course learning objectives.

1.2.2 The contractor will provide course materials (printed and PDF) for each participant, all applicable forms, including attendance sheets, evaluation forms, evaluation summaries, and training certificates necessary for this course, as well as classroom supplies (butcher block paper, markers, etc). The printed materials for the Fort Belvior, VA location can be shipped to DoDAAC SL4819, while the location for shipping the materials for the DLA Training Summit will be known at least 30 days in advance of the summit. Contractor is responsible for including the price of shipping in their offered “Cost of Class” or “Cost of Training” on the Section B Pricing Spreadsheet.

1.2.3 If contractor travel is required, prior to the trip the contractor shall obtain written approval from the COR. The cost of the trip shall be based on the six regions, identified on the next page, and shall include approximate travel dated, expected duration, destination, purpose of the trip, estimated costs, and the number and names of the personnel travelling. Travel reimbursements will be in accordance with the Joint Federal Travel Regulation.

1.2.4 Section 508 Compliance: Any/all electronic and information technology procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov.

1.2.5 Payment: Payment of invoices will be accomplished by the Government Wide Area Work Flow (WAWF). Invoices shall be submitted to the point of contact/DoDAAC (SL4819) identified after contract award within 7 workdays after the conclusion of each course session and forwarded by the Government for payment within 5 workdays of receipt.

1.2.6 Course offerings may be canceled at no cost to the Government when the cancellation occurs 30 days or more before the session start date. If a course offering is canceled within 30 days before the session start date, the Contractor shall charge the Government only for those nonrefundable costs incurred in preparing for the cancelled course, i.e. airplane ticket, dated printed materials, salary and travel expenses if travel has already commenced.

2.2.7

4. Methods of Surveillance

1. The Government reserves the right to perform inspections and surveillance to evaluate the Awardee's compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods described below are conducted in an objective, fair, and consistent manner.

1.1. Periodic Surveillance. This action occurs when the COR or other Government official observes a deficiency. Examples include evidence from accidents, incidents, or delays.

Regardless of where in the line-of-duty COR observes contractual procedures not being followed, he/she has an obligation to document and report the deficiency to the Contracting Officer. This could include a government representative sitting in on the class as an observer and this person does not count in the number for class max size.

1.2. Customer Complaint Surveillance. This action is instituted when the COR receives a complaint from an attendee or manager. The COR will review the complaint in writing and then review its validity. If the complaint is deemed valid, the COR will immediately notify the Contracting Officer for action. The COR will notify both the Contract Manager and the complainant of the Government's response to their complaint.

2. Regardless of the surveillance method, the COR will always contact the awardee when an issue is identified and inform the manager of the specifics of the problem.

3. Surveillance results may be used as the basis for actions (to include payment deductions) against the awardee. In such cases, the Inspection of Services clause in the Contract becomes the basis for the CO's actions.

5. Ratings

Awardee performance may be rated using the Contractor Performance Assessment Report (CPAR). Metrics and methods are designed to determine if performance exceeds, meets, or does not meet a given standard and acceptable quality level. The rating scale below will be used to determine a positive, neutral, or negative outcome.

Performance Rating

Criteria

Exceptional Performance meets contractual requirements and exceeds many to the Government's benefit. The contractual performance of the element or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the Awardee were highly effective.

Very Good Performance meets contractual requirements and exceeds some to the Government's benefit. The contractual performance of the element or sub-element being evaluated was accomplished with some minor problems for which corrective actions taken by the Awardee were effective.

Satisfactory Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the Awardee appear, or were, satisfactory.

Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being evaluated reflects a serious problem for which the Awardee has not yet identified corrective actions. The Awardee’s proposed actions appear only marginally effective or were not fully implemented.

Unsatisfactory Performance does not meet most contractual requirements, and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the Awardee’s corrective actions appear or were ineffective.

BMRA QUOTE #: 25 -124

Reference No. : SP4702 -25-Q-0017

Price Quotation

The quoted price is Firm-Fixed-Price all applicable costs for up to 30 students (courses) or 50 students (annual summit) per delivery. While BMRA schedules courses to best accommodate the needs of our clients, we require a minimum lead time of thirty (30) calendar days prior to class in order to put a course on our schedule. The quoted price is valid for 90 calendar days. If an order has not been placed within that time, BMRA reserves the right to adjust the price or terms.

Invoicing

Agencies often have unique invoicing requirements and because of this, our Accounting Department is detail oriented and reviews contractual documents to determine the proper invoicing procedures.

BMRA accepts payment in numerous ways including credit/purchase cards, SF 182, SF 1449s, or othe r payment methods the government commonly uses. Our Accounting Department will invoice the government, in accordance with the contract, upon course completion. When paying with a credit card, BMRA can invoice in advance for advanced payment or upon course completion as requested by the government. In the interim, BMRA also receives invoices from the Instructor, and we always pay instructors within 30 days of receipt of their invoice, however, we often pay within 15 days.

Cancellation Ordering Policy

If the Defense Logistics Agency (DLA) is shut down, experiences a lapse in funding, or must cancel for force majeure, the course may be rescheduled to a mutually agreeable date.

In the event a course is cancelled by the DLA, for reasons other than force majeure, less than thirty

(30) calendar days prior to course commencement, this quote stipulates that BMRA will bill for actual costs incurred or 50% of the quoted course price, whichever is higher. A postponement of a course is considered a cancellation unless it is rescheduled within 180 days from the date of postponement.

Additional students over the ordered amount may be added for $100 per student up to a maximum class size of 35 students per course. Additional students may be added to the delivery given sufficient notice to provide course material prior to the start of each class. Sufficient notice is limited by printing, scheduling, and shipping logistics.

Payment

We accept the following forms of payment: credit card, government Purchase Card, check, signed purchase order, government training form, or a letter of authorization to bill your organization.

Payment is Net 30 days. Failure to pay within 30 days of the invoice date will result in interest accruing, in accordance with the Department of Treasury rates.

Payment for a course will be based on the confirmed number of ordered students, or the actual number of students who attend, whichever is greater.
