STATEMENT OF WORK
ELECTROMAGNETIC INTERFERENCE (EMI) TESTING
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Sea Systems Command (NAVSEA)/Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Warfare Systems Department is tasked with the development and qualification of the AEGIS MK6 MODX Data Acquisition Processor (DAP)/Data Acquisition Control Electronics (DACE), Vertical Launch Processor (VLP) Bulkhead Mounted Enclosure (BME). During the scheduled testing, NSWCDD V15 and V16 will conduct Environmental Qualification tests for the AEGIS MK6 MODX project in conjunction with the Contractor. The test fixture with the equipment under test (EUT) installed has dimensions of 18.5”H x 17”W x 7.29”D. The Government furnished equipment (GFE) test fixture with EUT will weigh approximately 35 pounds and runs on 115/220 VAC 60 Hz, Type 1 single phase power.
2.0 APPLICABLE DOCUMENTS
2.1 Department of Defense Test Method Standard 810H w/Change 1 (MIL-STD-810H), Environmental Engineering Considerations and Laboratory Tests, dated 18 May 2022;
2.2 Department of Defense Interface Standard 461G (MIL-STD-461G), Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment, dated 11 December 2015; and
2.3 Drawing for mounting the test fixture in the EMI chamber
3.0 REQUIREMENTS
The Contractor shall support NSWCDD with the testing of AEGIS MK6 MODX BME equipment. Contractor support services are categorized into three types: “preparation”, “test”, and “post-test”.
3.1 During the preparation phase, the Contractor shall:
3.1.1 Provide test procedures (CDRL A001),
3.1.2 Support receiving, placement and instrumentation as applicable of EUT into the test setup,
3.1.3 Provide power, cooling water, as applicable, required adapter plates to mount the GFE test fixture, and labor support, NOTE: Preparation activities are expected to take three days.
3.2 During the test phase, the Contractor shall conduct the following tests to support design qualification of the AEGIS MK6 MODX BME.
3.2.1 During the test phase, the Contractor shall do the following in the event of a failure:
3.2.1.1 Record the failure data to quantify the failure.
3.2.1.2 Contact the Government to determine impact of the failure and if it is acceptable.
3.3 During the test phase, the Contractor shall:
3.3.1 Support two test series with time between test series to allow swapping of isolators within the GFE test fixture.
3.3.2 Each test series shall consist of the following:
3.3.2.1 Conduct EMI Testing per MIL-STD-461G in the EMI chamber; and
3.3.2.2 Conduct power testing per MIL-STD-461G.
NOTE: Test activities are expected to take two weeks.
3.4 Upon conclusion of test, post-test, the Contractor shall:
3.4.1 Remove the EUT from test setup,
3.4.2 Support return of EUT
3.4.3 Complete data deliverable.
NOTE: Post-test activities are expected to take three days.
3.5 The Contractor shall perform all necessary pre-test and post-test tasks to succesfully conduct tests.
3.6 The Contractor shall provide separate not to exceed (NTE) pricing for the following:
3.6.1 One (1) retest of each test called out in section 3.3 and its subsections.
*The Contractor shall not perform any services outside of the initial pretest, test, and post-test activities identified. If any retesting is identified after completion of the initial tests, the Contractor shall wait for the Contracting Officer to provide approval and subsequent contract modification prior to completing the additional testing.
*The Government reserves the right to modify this contract at a later date to cover additional test services identified during the initial testing in order to complete qualification of the test unit.
4.0 DELIVERABLES
4.1 The Contractor shall provide data IAW CDRL A001.
4.2 The Contractor shall provide data IAW CDRL A002.
5.0 GOVERNMENT FURNISHED SERVICES/MATERIALS
5.1 The Government shall furnish the following property no less than two days before the scheduled start of the on-site test program:
5.1.1 One (1) suite of test equipment to provide a representative electrical and data load on the EUT, Estimated Value: $100,000.00
5.2 The Government will provide one (1) NSWCDD personnel that will witness the testing and be responsible for the following:
5.2.1 Executing the software required to put a representative electrical and data load on the
EUT.
5.2.2 Coordinate with the Contractor to review and approve the test plan prior to test execution.
5.2.3 Acceptance of results and testing IAW the approved test plan.
5.2.4 Approval for any deviations from the approved test plan.
5.3 The Government will provide a drawing for mounting the test fixture to the EMI chamber.
5.4 The Government will coordinate with the Contractor to schedule the first testing event upon award of the contract.
5.5 The Government will coordinate with the Contractor to schedule the retest event, if required.
5.6 The Government will coordinate with the Contractor to modify the contract to cover retesting, if required.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. (e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

G-232-H005 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (JAN 2019)
(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.
Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (NOV 2021)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
