Section C – PERFORMANCE WORK STATEMENT Developing a Visitor Experience Interpretive Plan for the National Historic Oregon Trail Interpretive Center (NHOTIC)
1. GENERAL SCOPE
The contractor will provide professional services to develop a Visitor Experience Interpretive Plan (VEIP) for the National Historic Oregon Trail Interpretive Center (NHOTIC).
Professional Deliverables and Services shall include:
Deliverables o Completed comprehensive VEIP for NHOTIC.
o Training of internal planning team and associated stakeholders in the process of creating a VEIP, ensuring the ability to understand the VEIP, ability to explain the VEIP, implement the VEIP, and update the VEIP as necessary.
Services o Conduct a minimum of 2 site visits.
o Facilitate trainings and work sessions with staff and stakeholders either in person or virtual depending on COVID-19 restrictions.
Trainings may comprise between 6 to 15 people, depending on interested partners and stakeholders.
o Prepare all sections of the draft and final documents and participate in the review and approval process.
o Prepare all maps, images, and graphics to be included in the VEIP or supplemental materials.
o Ensure that services match the intent of the contract and fulfill the needs of the VEIP.
The NHOTIC is located five miles east of Baker City, Oregon at 22267 Oregon Highway 86, Baker City, OR, 97814. The facility is open and staffed year-round.

Staffing includes both professional permanent and seasonal temporary staff and volunteers.
The NHOTIC is a recreation and cultural site associated with the historic Oregon Trail and history of westward expansion and early settlement, early exploration, gold mining, Native American history related to the Oregon Trail migration, and natural history. The site receives annual visitation of around 15,000 people a year.
NHOTIC is seeking the development of a Visitor Experience Interpretive Plan (VEIP) to help guide the NHOTIC’s outreach, exhibitions, and education programming. This plan will create a foundation for long-term strategic planning and innovation at NHOTIC. The VEIP will contain the elements of a traditional Interpretive Master Plan, e.g., identifying stakeholders and audiences, development of themes, goals, and objectives, takeaway messages, and identifying programing opportunities. In addition to the traditional elements of the Interpretive Master Plan, the VEIP will also address the visitors needs regarding Pre-Trip Planning experience, Travel Experience, Arrival Experience, Primary Experience, Departure Experience, Return Travel Experience, and Post Visit Experience. The VEIP will identify NHOTIC needs and lay out a pathway to create a holistic visitor experience. It is critical to identify all information required for a visitor experience – including orientation, wayfinding, interpretive programing and experiences, and post-visit connections to ensure return visitation.
2. SPECIFIC PERFORMANCE REQUIREMENTS
The Contractor shall provide the following services:
2.1. Stage 1 - Develop Themes, Goals, and Objectives. Key requirements are as follows:
2.1.1. Review of scope of work project, obtain relevant site-specific documents, review past plans, and develop timeline for project
2.1.2. Site visit. With NHOTIC staff, identify and discuss parameters of the project, overall goals, and audience information
2.1.3. Provide training relevant to Stage 1 by facilitating training, work sessions, and/or off-site trips to complementary or competing visitor attractions
2.1.4. Develop a final draft of the themes, goals, and objectives based on training, work sessions, interviews, and staff input to ensure buy-in by NHOTIC staff
2.2. Stage 2 - Create a background report and foundational research for the VEIP.
Key requirements are as follows:
2.2.1. Identify additional parameters, goals, objectives, physical features, areas of visitor concentration, and information on audiences
2.2.2. Conduct background research on the local area by identifying, engaging, and interviewing community stakeholders

2.2.3. Develop target audience profiles and characteristics, identify orientation and wayfinding concerns, as well as strategies to address them
2.2.4. Create a draft of background information and its application to the VEIP
2.2.5. Based on the background research, shareholder needs, and target audiences, provide training relevant to Stage 2 and facilitate training, work sessions, and/or off-site trips
2.2.6. Develop a draft of the VEIP that includes, but is not limited to orientation and wayfinding network, interpretive opportunities, and audience and stakeholder interests
2.3. Stage 3 - Develop Final VEIP. Key requirements are as follows:
2.3.1. Provide training relevant to Stage 3 and facilitate training, work sessions, and/or off-site trips
2.3.2. Develop a complete review and description of visitor experiences to offer in the plan. These include, but are not limited to educational programming, orientation and wayfinding strategies, and visitor outreach
2.3.3. Using staff and stakeholder input, develop VEIP implementation plans
2.3.4. Submit draft VEIP for NHOTIC feedback and facilitate in-person or virtual session for feedback prior to final submission
2.3.5. Prepare final VEIP based on feedback and reviews
Contractor shall submit a quote based on the listed criteria and define their methods and processes to achieve the desired VEIP for NHOTIC to review.
Period of performance: Project must be completed by December 31, 2023.
