Streamlined Solicitation for Commercial Items (FAR 12.603)

COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation no. 140L4322Q0146 has been issued as a Request for Quotation (RFQ) for a firm fixed-price (one lump sum price) commercial item service contract. The contractor shall develop a Visitor Experience Interpretive Plan (VEIP) for the Bureau of Land Management, National Historic Oregon Trail Interpretive Center (NHOTIC) Burns District, OR. All items are to be delivered to NHOTIC, 22267 OR-86, Baker City, Oregon OR 97814.

The BASE performance period is October 1, 2022, through December 31, 2023.

QUOTATION INSTRUCTIONS. The quotation shall be submitted electronically in two (2) parts: consisting of a non-price section and a price section. Hand submitted proposals are not being accepted.

FORMAT AND CONTENT OF NON-PRICE SECTION. Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or another reasonable basis.

The non-price section shall be organized by a fully-completed EXPERIENCE QUESTIONNAIRE. The Respondent shall address the following attachment in sufficient narrative and qualitative detail to be evaluated.

FORMAT AND CONTENT OF PRICE SECTION.

1. Evaluation Factor: Price. The Offeror shall remit a completed price schedule (Section B). The Respondent shall enter unit price and extended total for each item listed in Section B. The price shall include all necessary supervision, management, labor, transportation, equipment, materials, any other direct incidental costs, overhead and profit, unless the cost is identified as a separately priced contract line item.

2. In accordance with FAR 4.1201, representations and certifications shall be submitted to the System for Award Management (www.SAM.gov) and updated at least annually to ensure they are kept current, accurate, and complete.

Offerors are advised to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer.

3. Submit the completed Standard Form 1449 and all acknowledged amendments, if any.

4. The Government reserves the right to obtain past performance information from the Past Performance Information Retrieval System (PPIRS) and other Federal performance assessments systems but is not limited to these sources, pursuant with FAR subpart 42.15

The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. The clause at 52.245-1 Government Property, applies to this acquisition.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated January 13, 2017. The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation – Commercial Items, applies to this acquisition.

The resultant purchase order will include FAR clause 52.232-33 Payment by Electronic Funds Transfer – System for Award Management, require invoicing through the U.S. Department of Treasury Invoice Processing Platform (IPP) system, and 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (October 2021

DEVIATION).

This requirement is set-aside for SMALL BUSINESS. NAICS Code: 541990 All Other Professional, Scientific and Technical Services, $16.5M.
