1) Attendance at Site Survey, 2) SAM and WAWF Registration, 3) Technical Compliance, 4) Price and Past PerformanceAll offerors are required to attend the site survey in order to be considered for price evaluation. A site survey will be held and is mandatory in order for offeror’s quotes to be considered for a contract award. In addition to be considered for an award, the offeror shall be registered and maintain an active account in both System for Award Management (SAM) and Wide Area WorkFlow (WAWF) prior to the award of a contract. The Government will evaluate the offered total price from the lowest offeror whose offer meets government requirements and complies with the terms and conditions of the solicitation. If an offeror takes exception to the terms and conditions, then the Government may consider its offer to be unacceptable. The Government reserves the right to change the terms and conditions of the solicitation by an Amendment at any time prior to contract award. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low offer which indicates that offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other offers, conduct a price, past performance tradeoff, and award to other than the lowest price offer.[Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.]

(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic Options requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
