About this file

This is a Standard Form 1449 (SF 1449) solicitation for a Women-Owned Small Business (WOSB) contract for naval shipyard services. Norfolk Naval Shipyard is seeking up to two contractors to perform precision scraping on the bearing cap of the #3 Main Reduction Gear forward journal bearing aboard the USS George H.W. Bush (CVN 77). The specific technical requirements include increasing the bearing pinch from 0.001 clear to 0.000-0.001 interference, achieving 75% overall contact inside the bolt pattern, and ensuring distributed non-contact areas. The work will be performed on one 8-hour shift Monday through Friday, with potential weekend overtime, from August 29, 2025 to October 7, 2025. The solicitation is set aside for Women-Owned Small Businesses and is a firm-fixed-price contract with a Product Service Code of J020 for bush-scraping services.

The contract requires contractors to provide their own materials and tooling, work in accordance with specific naval drawings and recommendations, and comply with various security and safety requirements, including obtaining a Red badge Security Clearance and working in the engine room. Technical points of contact are Kevin Kretzer and Thomas Malloy, and the contract will be administered by the Norfolk Naval Shipyard. The government will evaluate offers based on technical capability, price, and past performance, with technical and past performance being more important when combined.
