PERFORMANCE WORK STATEMENT (PWS)
AUTOMATED LICENSE PLATE READER (ALPR) SYSTEM REPLACEMENT, MAINTENANCE, AND SUPPORT
Marine Corps Recruit Depot Parris Island
1.0 INTRODUCTION
1.1 Background
Marine Corps Recruit Depot Parris Island (MCRDPI) requires replacement, maintenance, and technical support for its Automated License Plate Reader (ALPR) system. The ALPR system operates in conjunction with the South Carolina Law Enforcement Division (SLED) network and provides an automated capability to identify and screen vehicles entering the installation.
The ALPR system provides critical security and law enforcement intelligence by automatically capturing and comparing vehicle license plates against authorized databases and designated hot lists. These lists may include wanted persons, stolen vehicles, BOLOs, AMBER and SILVER Alerts, expired or improperly registered vehicles, vehicles associated with unpaid citations, and vehicles that are not authorized to enter the installation.
The system also provides MCRDPI personnel with the capability to establish and upload installation-specific hot lists, including debarments, suspensions or revocations, military protective orders, and other security-related restrictions. Captured license plate information is archived through SLED and is available to authorized personnel for law enforcement and security-related searches.
Continued availability and reliability of the ALPR system are essential to maintaining the installation's vehicle screening and force-protection capabilities. System failures, degraded performance, or extended periods of downtime could adversely affect the installation's ability to identify vehicles of interest and enforce applicable access restrictions.
1.2 Current ALPR System
The existing MCRDPI ALPR system consists of the following equipment:
Three (3) static/fixed ALPR cameras;
Two (2) fixed ALPR processors;
Two (2) GX 400 modems;
One (1) cable assembly;
Three (3) camera mounts; and Two (2) on-site engineering service requirements.
The existing ALPR equipment is analog and has reached end-of-life. The Contractor shall replace the existing end-of-life equipment with current-generation equipment capable of providing an HD ALPR environment while maintaining or improving existing system functionality.
2.0 GENERAL REQUIREMENTS
