Answers to E-mail Questions for LES Life Insurance, Solicitation # SET10016R0003

Greetings to all, In accordance with U.S. Government contracting regulations, here are the answers to your e-mail questions.

1. Does the Combined Synopsis/Solicitation under solicitation number SET10016R0003 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

A: During FY15, we had a special permission to provide life insurance for our LE staff via purchase order but it is very different from this solicitation, therefore, we can’t provide information on it.

1. Regret being unable to attend the conference, due to family medical issues. Please advise also in addition to our previous message :

1. Can we get a copy of the pre- -PROPOSAL CONFERENCE minutes of meeting, Questions and answers?

1. 2-We are planning to submit as a joint venture with an insurance broker, will their profile be taken into consideration?

A: We are sorry you weren’t able to attend the pre-proposal conference. Please find the Question and Answer document at: https://www.fbo.gov/notices/b03bd0b42d04b29aacd56b64945806a0 (Questions and Answers is to the right under All Files/Amendment 1). If you are going to work with another company on the solicitation, your proposal needs to reflect that (including the role of the other company, their experience, key staff, etc.). Please describe how their participation will make your bid stronger.

1. Reference above mentioned subject and kindly provide us URGENTLY with the below details in order for us to prepare a quotation:

· Name of the employee

· Date of birth (Day/Month/Year)

· Gender

· Smoker or Non-Smoker

· Nationality

· Country of Residence

· Occupation

· Amount of life cover

A: Privacy concerns limit the amount of information we can provide about our employees. We have provided the information we can share with bidders in the amended solicitation which can be found at: https://www.fbo.gov/notices/b03bd0b42d04b29aacd56b64945806a0 (Amendment 1 is to the right under All Files)

1. I was wondering if you had a vendor list that I could look at to try and find some companies that I could partner with on this contract.

Do you know if a set aside has been considered for this opportunity?

A: We can’t provide a vendor list. Each bidder need to decide if they need to partner with another company and what that company might be. If you chose to partner with another company, please include information in your proposal on how they will make your bid stronger (including the role of the other company, their experience, key staff, etc.).

1. No more time to arrange the offer and send it by courier, please advise if we can send it by e-mail or extend the bid closing date till NOV 25th.

A: Unfortunately, we can’t offer an extension but we will accept proposals via email, provided they are submitted before the deadline. Please note that the deadline is Addis Ababa time.

1. Would you please provide:

5. Employee census (preferably in an excel file) that includes age, gender, nationality, salary, occupation (i.e. bodyguard, office-work, field engineer etc) etc. See attached Excel file for your use. Date of Birth is NOT required, age is sufficient. In order to provide the best value quote it is important we get a true picture of the morbidity and risk as determined by the relationship of age, gender, occupation and salaries. In the absence of a true picture of the employee group the underwriting department will 'increase' the premium to cover for census approximations and estimates.
