Greetings to all, Please find attached answers for question raised.

1. B5, d, Transportation.

Container Cargo:

The container transportation prices varies depending upon the weight of the cargo. For example construction material may have weights in excess of 25MT per container, whereas personal effects, cars etc might be below 10MT per 20’. Considering this, can we offer differing rate as a scale based on weight instead of one flat rate per 20’ or 40’

Answer: Offers must be based on container size as stated in solicitation item B.5 (d).

2. B5, d, Transportation.

Dji to Addis and Vice versa.

And Addis to Djib and vice versa

The total estimate amount, how are we to arrive at this amount?

For example. The container empty return costs are mention in the Addis to Djibouti and vice versa. The laden container transport rates are in the Dji to Addis and Vice Versa section.

The first column under Djibouti to Addis and vice versa section may be the rates for DJI – ADD and the second column may be from DJI-ADD. The total containers are shown as 30 for example.

Now are we to multiply 30 X the amount for DJI-ADD or should we multiply with ADD-JIB rates, or multiply 30 with the higher amount?

Answer: please see the solicitation amendment which adds additional line items to provide for a Djibouti to Addis Ababa rate and a separate rate for Addis Ababa to Djibouti.

3. In the initial part of the bid document, 25K-700K is mentioned as the min and max amount awarded. Can we understand that 700K as the maximum amount which will be awarded to one single contractor? Or does it mean that the US embassy estimates the gross total of the bid not to exceed 700K?

Answer: This means that each contract awarded as a result of this solicitation cannot exceed $700,000.

4. B5,D, Transportation Empty container 20’ The total empty container movement projected is 60 units whereas the laden 20’ projected above that section is only 30. Is that a clerical error or is it accurate projection.

Answer: These minimums and maximums are based on historical data and do not need revision at this point

5. B5, D, Transporation 4, Vehicles import and export (without boxing)

- Can we understand the above term (without boxing) as the vehicles are not containerized? And will be shipped to Djibouti in RORO vessels or conventional vessels?

Answer: Without boxing means without container and Yes it will be shipped in RORO vessels.

- The vehicle types are not mentioned. Can we know the type of vehicle. Because if it water tankers, or buses, we might have to arrange a Low bed trailer or a Flat bed trailer and the costs are often quite different. Similarly if it is only SUVs then Car carrier options make it competitive. The transport costs differences are so wide depending upon the vehicle type. Can we know the type of vehicles and their numbers.

Answer: For oversized vehicles like trucks , buses , fuel tankers , water tankers … the Embassy will request a separate quotation to transport from port to Addis. The customs clearance and service charge is the same.

- Can we have the weight and measurement of each vehicle type Answer: Not available at this time.

6. Ware house requirement mentioned in the bid documents is not stipulating any size requirement. Is there a mandatory minimum or maximum size for warehouse or is it left to the vendor/bidder to have decent warehousing facility suitable for the scope of business.

Answer: The mission needs a secured, well-organized , adequate space to accommodate all shipments. Bidders are required to meet this minimum requirement.

7. SAM Registration, would you please advise the procedure for this registration. How can we register? What are the requirements? Is it to be online registration or other?

Answer: This information have been conveyed to all bidders using our website and on FBO. The below link will guide you how to register in SAM and there is a power point link that will help you to register.

http://aopepd.a.state.gov/content.asp?content_id=43&menu_id=51 and for new foreign vendors or grantees that have never registered in SAM before

8. The country of origin details required as per bid document.

Answer: For HHE and UAB there are various countries of origin. For all other shipments most items will be coming from the United States.
