About this file
This is a Limited-Sources Justification document for a federal contract award by the Uniformed Services University of the Health Sciences (USU) Acquisitions Directorate.
USU is issuing a firm fixed price limited-source Blanket Purchase Agreement (BPA) call order to Carahsoft Technology Corp. valued at $849,839.04 for ServiceNow term software licenses under the Department of Defense Enterprise Software Initiative (ESI) BPA N6600119A0120. The performance period runs from September 13, 2026 through September 12, 2027. The requirement encompasses nine ServiceNow software components including Impact Guided One Term License for Public Sector, Agile Team Module, AI Search Starter, Integration Hub Starter, Customer Service Management Professional, Hardware Asset Management Professional, Document Intelligence Starter, and App Engine Enterprise, along with an additional non-production instance. The licenses will provide end-to-end IT service process workflows for incident, problem, and change management, as well as enterprise network inventory visibility.
The justification for limited-source competition is based on 10 U.S.C. 2304(c)(1) and DFARS PGI 208.7403(1), which requires agencies to fulfill software requirements through DoD ESI when available. Carahsoft is the sole vendor on ESI capable of meeting USU's ServiceNow requirements while maintaining compliance with FedRAMP Joint Authorization Board authorization and USU's Authorization to Operate requirements. Market research confirmed ServiceNow is a commercial-off-the-shelf product, and no other GWACs were reviewed due to the mandatory ESI compliance requirement. The quoted price of $849,839.04 matches Carahsoft's negotiated ESI BPA pricing and has been determined fair and reasonable under FAR Part 8. No other sources expressed written interest in the acquisition, and no sources other than Carahsoft are currently available to provide these specific ServiceNow products via DoD ESI.

Limited-Sources Justification
1. Identification of the agency and the contracting activity:
Uniformed Services University of the Health Sciences’ (USU) Acquisitions Directorate
2. Nature and/or description of the action being approved:
Issuance of a firm fixed price limited-source BPA call order to Carahsoft Technology Corp. (Carahsoft) under the Department of Defense (DoD) Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) N6600119A0120.
3. Description of the supplies or services required to meet the agency’s needs
(including estimated value and all options):
The Uniformed Services University (USU) has a requirement for ServiceNow term software licenses to include all major releases of the software and documentation made available during each respective license’s term. The licenses will provide USU with end-to-end IT service process workflows between incident, problem, and change management (e.g. ticket management, problem management, asset tracking, service level agreement management, and reporting). The licenses will also provide an enterprise view of network inventory of computers, software and other network devices (e.g. hardware). The period of performance is 13 September 2026 - 12 September 2027.

The estimated value of this action is
4. Identification of the statutory authority permitting other than full and open competition:
10 U.S.C. 2304(c)(1).
5. Demonstration that the proposed contractor’s unique certifications or the nature of the acquisition requires use of the authority cited.
The Federal Chief Information Officer (CIO) issued a memo dated 8 December 2011 establishing federal policy as it relates to the procurement of cloud services. The ServiceNow platform complies with the policy because it holds the Joint Authorization Board (JAB) type of Federal Risk and Authorization Management Program (FedRAMP) authorization. FedRAMP is a government-wide program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services. Members of the JAB include the chief information officers (CIOs) from the DoD, Department of Homeland Security, and General Services Administration.
The platform also meets the USU’s Authorization to Operate (ATO), a DoD network.
ServiceNow’s ITSM and IT Asset Management (ITAM) solutions collectively provide the OCIO’s required end-to-end IT service process workflows. ServiceNow is USU’s OCIO current enterprise platform of record.
Additionally, IAW DFARS PGI 208.7403(1), if the requirement is available on DoD’s ESI the requirements user shall fulfill the requirement via DoD ESI. Under DoD ESI, Carahsoft is the only vendor that can meet the ServiceNow requirements for USU via DoD ESI and is the only vendor on ESI that can meet the ServiceNow requirements and the FedRAMP, and ATO requirements.
6. Contracting officer determination that the anticipated cost to the Government will be fair and reasonable.
The total quoted price of $849,839.04 matches Carahsoft’s DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) pricing, which was negotiated IAW FAR Part 8. All prices proposed have been determined to be fair and reasonable IAW FAR 8.404(d), but the Contracting Officer will establish an additional fair and reasonable determination prior to issuance of the BPA call order.
7. Description of market research conducted and the results, or a statement of the reason market research was not conducted:
Performed Google search for “serviceNow software” and search results illustrated that the requirement is a commercial-off-the-shelf product. Reviewed the ESI website and located Carahsoft’s Enterprise Agreement (EA) and it is the Navy’s BPA N6600119A0120. Carahsoft Technology Corp. is the only supplier of the requirement via the DoD’s ESI EAs. No other GWACs were reviewed because DFARS 208.7403(1) requires agencies to fulfill requirements with the DoD Enterprise Software Initiative (ESI). All market research documentation is saved under the market research sub-folder of the contract file.
8. Any other facts supporting the use of other than full and open competition:
N/A.
9. Listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
No other sources have expressed an interest, in writing, in the proposed acquisition.
10. Statement of the actions, if any, the agency may take to remove or overcome any barrier to competition before any subsequent acquisition for the supplies or services required.
With any future requirements, the Government will continue to monitor the marketplace to remove the barriers of competition including monitoring ESI to determine if any additional vendors are available to purchase these specific ServiceNow products.
Currently, the ServiceNow Software via the Navy’s BPA N6600119A0120 is currently the only software that currently meets all of the Government’s needs.
Customer:
Contracting Officer: I hereby certify that the justification is accurate and complete to the best of my knowledge and belief, and I have determined that the anticipated cost to the Government will be fair and reasonable.
