About this file
This is a Service Disabled Veteran Owned Business (SDVOB) information sheet for the State of Michigan, providing guidance and eligibility requirements for service-disabled veteran-owned businesses seeking to participate in state contracting opportunities. The document outlines the certification process, documentation requirements, and benefits available to qualifying SDVOBs interested in bidding on Michigan state and local contracts, including the HVAC system replacement project at the Southwest Region Office (Contract 591/22395). The information sheet explains how service-disabled veterans can establish and register their businesses to take advantage of set-aside opportunities and preferential consideration in the state procurement process.
The document establishes the criteria for SDVOB classification, including verification of service-connected disability rating from the U.S. Department of Veterans Affairs and ownership requirements. It details the application and certification procedures necessary for businesses to gain SDVOB status and become eligible for reserved contract awards and bidding preferences. The sheet also communicates any application fees, processing timelines, and renewal requirements for maintaining certification status, along with the specific benefits and protections afforded to certified SDVOBs under Michigan's procurement regulations.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
