About this file
This is an informational document issued by the State of Michigan Department of Technology, Management and Budget (DTMB) regarding the Service Disabled Veteran Owned Business (SDVOB) Preference program applicable to State of Michigan contracts. The document outlines the state's commitment to supporting service-disabled veterans through a competitive bidding preference mechanism. To qualify for the SDVOB preference, a business entity must be at least 51 percent owned by one or more veterans with a service-connected disability, as defined under 38 USC 101(16). Eligible businesses claiming this preference must submit required documentation during the bid process, including proof of military service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership through appropriate legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification as verification of eligibility, subject to certain conditions.
The SDVOB preference provides a 10 percent pricing advantage to qualified service-disabled veteran-owned businesses when bidding on State of Michigan projects. The State of Michigan does not pre-certify businesses as SDVOBs and does not recognize certifications from the federal Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration's VetCert program. Bidders must claim the preference in their bid response and provide all required documentation to be eligible for the 10 percent pricing consideration. Additional detailed information regarding the SDVOB Preference program is available through the SDVOB Preference Fact Sheet and the Michigan DTMB procurement website.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
