About this file
This is an information sheet issued by the State of Michigan's Department of Technology, Management and Budget (DTMB) regarding Service Disabled Veteran Owned Business (SDVOB) preferences applicable to state contracts, including the Rose Lake S.G.A. Facility Improvements project. The document outlines Michigan's commitment to supporting service-disabled veterans through preferential pricing on state procurement opportunities. To claim the SDVOB preference, businesses must indicate their SDVOB status in their bid response and provide specific documentation: a DD214 or equivalent proving service and discharge conditions, proof of service-connected disability through either a DD214 or VA Rating Decision Letter, and legal documents establishing business ownership. Alternatively, businesses may submit National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions. The state does not pre-certify SDVOB businesses and does not accept federal CVE database or SBA VetCert certifications.
Service-connected disability is defined under 38 USC 101(16) as a disability incurred or aggravated during active military, naval, or air service. A qualified SDVOB must be at least 51 percent owned by one or more veterans with a service-connected disability. Eligible businesses receive a 10% pricing preference when bidding on State of Michigan contracts. Additional detailed information is available in the SDVOB Preference Fact Sheet published by DTMB, and businesses can access the NVBDC website for certification and compliance guidance.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
