About this file
This is an informational document from the Michigan Department of Technology, Management and Budget (DTMB) outlining the Service-Disabled Veteran Owned Business (SDVOB) Preference program for State of Michigan contracts. The document details the eligibility requirements, application process, and definitions for businesses seeking the 10% pricing preference available under Public Act 91 of 2005. To claim the SDVOB preference when bidding on a Michigan state contract, businesses must provide proof of service and discharge status via DD214 or equivalent documentation, proof of service-connected disability through either a DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, the state accepts National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions. The state does not pre-certify SDVOB businesses and does not recognize federal Center for Verification and Evaluation (CVE) database or US Small Business Administration (VetCert) certifications.
A qualified SDVOB is defined as a business entity that is 51 percent or more owned by one or more veterans with a service-connected disability, where service-connected disability means a disability incurred or aggravated during active military, naval, or air service as defined in 38 USC 101(16). The 10% pricing preference applies when SDVOBs bid on State of Michigan projects, meaning qualifying businesses receive a cost advantage in competitive procurement evaluations. Bidders claiming the SDVOB preference must indicate this status in their bid response and submit required documentation as part of the bidding process. Additional information regarding the SDVOB Preference program is available through the DTMB Procurement ContractConnect webpage and the SDVOB Preference Fact Sheet.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
