About this file
This is an informational document from the State of Michigan Department of Technology, Management & Budget (DTMB) describing the Service Disabled Veteran Owned Business (SDVOB) preference program. The document outlines Michigan's commitment to businesses owned by service-disabled veterans, which receive a 10% pricing preference when bidding on State of Michigan contracts per Public Act 91 of 2005. The SDVOB preference is claimed during the bid submission process and requires vendors to indicate SDVOB status and provide supporting documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification as verification of eligibility. The State of Michigan does not pre-certify SDVOB businesses and does not accept federal Center for Verification and Evaluation (CVE) database or U.S. Small Business Administration VetCert certifications.
A qualified SDVOB is defined as a business entity that is 51 percent or more owned by one or more veterans with a service-connected disability, where service-connected disability is defined as a disability incurred or aggravated in the line of duty in active military, naval, or air service. Prospective bidders seeking the 10% pricing preference should review the SDVOB Preference Fact Sheet for more detailed guidance and requirements. This preference program applies to all State of Michigan contract opportunities and represents a set-aside benefit available to eligible service-disabled veteran-owned businesses.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
