About this file

This document is an informational sheet regarding Service Disabled Veteran Owned Business (SDVOB) preferences for the State of Michigan, administered by the Department of Technology, Management and Budget (DTMB). The sheet outlines the state's commitment to supporting veterans with service-connected disabilities who participate in State of Michigan contract bidding. The document details the process for claiming the SDVOB pricing preference, which is asserted at the time of bid submission on State of Michigan projects. Eligible businesses must provide documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability through either a DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through appropriate legal documents. The state will also accept National Veterans Business Development Council (NVBDC) certification as verification of eligibility under specified conditions.

The SDVOB preference provides a 10% pricing advantage to qualifying businesses under Public Act 91 of 2005. Eligible businesses are defined as entities that are 51% or more owned by one or more veterans with a service-connected disability, where such disability is defined as a condition incurred or aggravated during active military, naval, or air service. The State of Michigan does not pre-certify businesses as SDVOBs and does not accept certifications from the federal Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration (VetCert) for verification purposes. Interested businesses should consult the SDVOB Preference Fact Sheet for additional detailed information regarding eligibility requirements and application procedures.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
