About this file

This is an informational document from the State of Michigan Department of Technology, Management and Budget (DTMB) outlining the Service-Disabled Veteran-Owned Business (SDVOB) preference program applicable to state contracts. The SDVOB preference is a pricing incentive established under Michigan Public Act 91 of 2005 that applies to qualifying businesses bidding on State of Michigan contracts, including the Secondary Complex Steam Tunnel Repair project (171/23055.JGH). To claim the preference, bidders must indicate SDVOB status in their bid response and provide specific documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, the state accepts National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions.

The SDVOB preference provides a 10 percent pricing advantage to eligible businesses. A qualified SDVOB is defined as a business entity that is 51 percent or more owned by one or more veterans with a service-connected disability, where service-connected disability is defined as a disability incurred or aggravated during active military, naval, or air service per 38 USC 101(16). The State of Michigan does not pre-certify businesses as SDVOBs and does not accept certification from the federal Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration (VetCert) database. Interested service-disabled veteran business owners should consult the detailed SDVOB Preference Fact Sheet available through the DTMB Procurement website for additional requirements and procedures.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
