About this file
This is Addendum No. 1, issued March 12, 2026, by the State of Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division in conjunction with engineer Fishbeck for the Secondary Complex Steam Tunnel and Water Infiltration repair project located at 7432 Parsons Drive, Dimondale, Michigan. The project involves concrete steam tunnel restoration, including repair of concrete delaminations and spalls, replacement of corroded structural steel and Unistrut stanchion members, concrete crack injection, and temporary relocation of utilities obstructing repair work. The addendum adds unit price items for temporary relocation of conduit (64 each) and cable trays (32 each) as separate line items rather than including them within the concrete repair pricing. Base bid items total nine line items including general conditions (lump sum), overhead and vertical concrete spall/delamination repairs (910 sq/ft and 164 sq/ft respectively), Unistrut stanchion vertical member replacement (115 each), structural steel stanchion base replacement (10 each), structural steel stanchion base clean and coat (148 lineal feet), and concrete crack injection (57 lineal feet). The mandatory pre-bid meeting was held on March 11, 2026, with attendance from DTMB staff, multiple construction firms, and the engineer. Bids are due electronically through the SIGMA VSS website on Wednesday, March 25, 2026, at 2:00 PM Eastern Time, with bid opening on the same date. Bidder questions must be submitted by March 17, 2026, and award notification is expected in early May 2026. Contract time is to be determined with bidders during the award process.
Bidders must submit a five percent bid guarantee and provide a performance bond and payment bond for all bids exceeding $50,000. The contract requires builders risk insurance unless otherwise indicated. Bidders must acknowledge receipt of Addendum No. 1 on the bid form or face automatic disqualification. The project scope is estimated based on field inspections with final quantities determined once repair areas are prepared and verified by the engineer. Three engineered inspections are required during the repair process: upon repair identification, repair preparation, and repair completion. Post-bid submittals required include current EMR rating, identification of the project superintendent with resume, and references for at least three similar projects completed within the last three years. Bidders must certify compliance with Michigan-Based Business and Qualified Disabled Veteran requirements and acknowledge understanding of asbestos abatement project procedures per PA 59 of 2024. The addendum also removed the stated date of substantial completion from the project drawings and provided attendees with tunnel cross-section documentation and a shorter tunnel section location diagram referenced during the pre-bid meeting.

The following pertains to items discussed at the pre-bid meeting, related to the Repair Steam Tunnel and Water Infiltration project.
• Bids are due Wednesday, March 25.
• An addendum is forthcoming to aid bidders and provide clarifications.
• Questions from bidders are to be received by March 17.
• Bidders can expect to hear back about their bid-status sometime in early May.
• Tunnel is split into sections, with the intent that sections may be removed for budgetary reasons if necessary.
• All noted degradations on the drawings are paired with like photos, for the bidders’ reference.
• Majority of work involves repairing concrete delaminations/spalls present throughout the tunnel and repairing/replacing rusting stanchions.
• There were notable obstructions present at some degradations which need to be accounted for in the bids.
Cable trays may need to be moved if they are in the way of a repair item.
Conduit may need to be moved if it is in the way of a repair item.
Degradation areas may extend into an area behind a major steam pipe, making them partially inaccessible.

• Repair of delaminations and spalls has a required engineering inspection, as stated on the drawings. The intent of the inspections is to get an engineer onsite to inspect the repair work at three different times.
Limits of repair marked Repair areas prepped Repair completed
• Due to the size and likely duration of the project, there will likely be some logistical issues with the timing of these different inspections. Fishbeck plans on coordinating these inspections further with the contractor as the time nears.
• DTMB staff mentioned a planned shutdown (typically in early October) which lasts for about a weekend. This could be used to aid in the project.
• Bidders voiced that the current handling of the work related to dealing with obstructions in the spall/delamination unit price could be better. It was discussed and a general consensus was reached that breaking out the obstructions as separate items was a preferrable option.
• Fishbeck is following up to provide the following information in Addendum 1 Extents of shorter tunnel section, along with a description/cross-section of the tunnel section.
Rework the unit price items. Concrete spall/delamination work is to be a separate item from their related obstructions.
