About this file

This is an informational document from the State of Michigan Department of Technology, Management & Budget (DTMB) describing the Service-Disabled Veteran-Owned Business (SDVOB) preference program. The document outlines Michigan's commitment to supporting veterans with service-connected disabilities who participate in state contracting opportunities. Businesses owned by qualified service-disabled veterans are eligible to claim a 10% pricing preference when bidding on State of Michigan contracts, as established under Public Act 91 of 2005. To claim this preference, bidders must indicate SDVOB status in their bid response and provide specific documentation including proof of service and discharge status (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership through appropriate legal documents. The state also accepts National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions but does not pre-certify businesses as SDVOBs and does not accept federal CVE database or Small Business Administration VetCert certifications.

A "qualified" SDVOB is defined as a business entity that is at least 51% owned by one or more veterans with a service-connected disability, where service-connected disability is defined under 38 USC 101(16) as a disability incurred or aggravated during active military, naval, or air service. The 10% pricing preference provides a competitive advantage to eligible veteran-owned businesses by reducing their bid prices by that percentage when evaluated against other proposals, making this preference a significant incentive for state procurement opportunities. Interested businesses should review the detailed SDVOB Preference Fact Sheet available through Michigan's DTMB Procurement website for additional compliance and documentation requirements.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
