About this file
This document is an information sheet from the State of Michigan Department of Technology, Management and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program. The SDVOB preference applies to all State of Michigan contracts and provides eligible businesses with a 10% pricing preference when submitting bids. To claim this preference, bidders must submit proof of service and discharge status via DD214 or equivalent documentation, proof of service-connected disability through either a DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through appropriate legal documents. The State of Michigan does not pre-certify SDVOB businesses and does not accept federal CVE database or US Small Business Administration VetCert certifications; however, National Veterans Business Development Council (NVBDC) certification is accepted under certain conditions.
A qualified SDVOB is defined as a business entity that is 51 percent or more owned by one or more veterans with a service-connected disability, where service-connected disability is specifically defined as a disability incurred or aggravated in the line of duty during active military, naval, or air service. The preference policy is established under Michigan Public Act 91 of 2005 and reflects the state's commitment to supporting veterans with service-connected disabilities in procurement opportunities. Bidders seeking to claim the preference must explicitly indicate SDVOB status in their bid response and provide all required documentation to substantiate eligibility.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
