About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. The document establishes prevailing wage rates for service contract employees in West Virginia counties including Greenbrier, Logan, McDowell, Mercer, Mingo, Monroe, Nicholas, Pocahontas, Summers, Webster, and Wyoming (Wage Determination No. 2015-4351, Revision 30, effective 12/03/2025).

The wage determination specifies hourly rates for over 200 occupational classifications organized into occupational families including administrative support and clerical, automotive service, food preparation and service, furniture maintenance and repair, general services and support, health occupations, information and arts, information technology, instructional, laundry and dry-cleaning, machine tool operation and repair, materials handling and packing, mechanics and maintenance and repair, personal needs, plant and system operations, protective services, recreation, stevedoring and longshore, technical, and transportation and miscellaneous occupations. Rates range from $10.51 per hour (cashier) to $46.03 per hour (air crew training devices instructor, pilot; maintenance test pilot; and non-maintenance test/co-pilot). All occupations receive fringe benefits of $5.55 per hour (up to 40 hours weekly or $222.00 per week or $962.00 per month) or $5.09 per hour under Executive Order 13706, two weeks paid vacation after one year, three weeks after eight years, four weeks after fifteen years, and a minimum of eleven paid holidays annually. Special provisions apply to computer employees, air traffic controllers and weather observers (night and Sunday pay differentials), hazardous duty positions (4-8 percent differentials), and uniform allowances ($3.35 per day for cleaning and maintenance). The conformance process requires contractors to submit unlisted occupations on Standard Form 1444 for wage determination approval before contract performance.
