About this file

This document is a comprehensive set of specifications for a Closed-Circuit Television (C.C.T.V.) and service cleaning of sanitary sewers project, likely for a municipal jurisdiction in Michigan. The specifications outline detailed requirements for sewer line cleaning, root removal, mineral deposit management, and video investigation of sewer infrastructure. The project involves cleaning designated sewer manhole sections using hydraulically propelled, high-velocity jet, or mechanically powered equipment, with simultaneous C.C.T.V. investigation. Contractors are required to remove debris, cut service lead protrusions, and document findings using NASSCO Pipeline Assessment and Certification Program (PACP©) standards.

The specifications include strict requirements for documentation, with contractors required to provide detailed electronic and hard copy reports within 30 working days of project completion. Deliverables must be submitted on flash drives or portable hard drives, with all data capable of being integrated into ArcGIS and formatted in PDF, table, shapefile, or geodatabase formats. Payment is structured as a lump sum upon complete delivery and acceptance of digital and hard copy investigation results. The project emphasizes thorough cleaning, video documentation, and precise reporting of sewer line conditions, with provisions for additional cleaning efforts if initial attempts do not meet the specified standards of cleanliness and documentation.

C.C.T.V. and service cleaning of sanitary sewers

SPECIFICATIONS

GENERAL

These Specifications form a part of the Contract herewith attached and are intended to technically describe the nature of the materials, equipment and workmanship required to complete in a workmanlike manner, the closed circuit television C.C.T.V. and service cleaning of sanitary sewers shown on the accompanying plans.

Methods of construction will generally be left to the discretion of the Contractor as long as satisfactory progress is maintained. All work in this Contract shall conform to the current National

Association of Sewer Service Companies (NASSCO) Specification Guidelines for Construction, except as modified in these Specifications.

The provisions of this section are intended to supplement or take precedence over the General

Conditions and Sanitary Sewer Specifications of the Contract documents.

1. SEWER LINE CLEANING

A. Intent

The intent of sewer line cleaning is to remove foreign materials from the lines in order to effectively view, record and restore the sewer to a minimum of 95% of the original carrying capacity. Since the success of the future phases of work depends on the cleanliness of the lines, the importance of this phase of the operation is emphasized. It is recognized that there are some conditions such as broken pipe and major blockages that prevent cleaning from being accomplished or where additional damage would result if cleaning were attempted or continued. Should such conditions be encountered, the

Contractor will not be required to clean those specific sections. If in the course of normal cleaning operations, damage does result from preexisting and unforeseen conditions such as broken pipe, the Contractor will not be held responsible.

B. Cleaning Equipment

1) Hydraulically Propelled Equipment: The equipment used shall be of a moveable dam type and be constructed in such a way that a portion of the dam may be collapsed at any time during the cleaning operation to protect against flooding of the sewer. The movable dam shall be equal in diameter to the pipe being cleaned and shall provide a flexible scraper around the outer periphery to ensure removal of grease. If sewer cleaning balls or other equipment, which cannot be collapsed is used, special precautions to prevent flooding of the sewers and public or private property shall be taken.

2) High-Velocity Jet (Hydro cleaning) Equipment: All high-velocity sewer cleaning equipment shall be constructed for ease and safety of operation. The equipment shall have a selection of two or more high-velocity nozzles. The nozzles shall be capable of producing a scouring action from 15 to 45 degrees in all size lines designated to be cleaned.

Equipment shall also include a high-velocity gun for washing and scouring the manhole floor/benching. The gun shall be capable of producing flows from a fine spray to a solid stream. The equipment shall carry its own water tank, auxiliary engines, pumps, and hydraulically driven hose reel.

3) Mechanically Powered Equipment: Bucket machines shall be in pairs with sufficient power to perform the work in an efficient manner.

Machines shall be belt operated or have an overload device. Machines with direct drive that could cause damage to the pipe will not be allowed. A power rodding machine shall be either a sectional or continuous rod type capable of holding a minimum of 750 feet of rod.

The rod shall be specifically heat-treated steel. To ensure safe operation, the machine shall be fully enclosed and have an automatic safety clutch or relief valve.

C. Cleaning Precautions

The Engineer shall supply the Contractor (from the Owner) a notice, to be hand delivered to residents and business owners with information on the sewer cleaning operations and precautions. The Contractor shall assist in delivery of this notice and coordinating the schedule of work to ensure that this notice will be delivered before any sewer line cleaning is started.

During sewer cleaning operations, satisfactory precautions shall be taken in the use of cleaning equipment. When hydraulically propelled cleaning tools (which depend upon water pressure to provide their cleaning force) or tools which retard the flow in the sewer line are used, precautions shall be taken to ensure that the water pressure created does not damage or cause flooding of public or private property being served by the sewer. If such back-ups or flooding occurs, it shall be the Contractors responsibility to respond, coordinate, and pay for, any cleaning and or restoration of private property. When possible, the flow of sewage in the sewer shall be utilized to provide the necessary pressure for hydraulic cleaning devices. When additional water from fire hydrants is necessary to avoid delay in normal work procedures, the water shall be conserved and not used unnecessarily. No fire hydrant shall be obstructed in case of a fire in the area served by the hydrant.

D. Sewer Cleaning

The designated sewer manhole sections shall be cleaned using hydraulically propelled, high-velocity jet, or mechanically powered equipment. All sewer cleaning shall be scheduled simultaneously with the C.C.T.V. investigation.

Selection of the equipment used shall be based on the conditions of lines at the time the work commences. The equipment and methods selected shall be satisfactory to the Owner's representative. The equipment shall be capable of removing dirt, grease, rocks, and other materials and obstructions from the sewer lines and manholes. If cleaning of an entire section cannot be successfully performed from one manhole, the equipment shall be set up on the other manhole and cleaning again attempted. If, again, successful cleaning cannot be performed or the equipment fails to traverse the entire manhole section, it will be assumed that a major blockage exists and the cleaning effort shall be abandoned. Refer to Paragraph I (Normal Cleaning) and J (Heavy Cleaning).

E. Root Removal

Roots shall be removed in the designated sections where root intrusion is a problem. Special attention should be used during the cleaning operation to assure almost complete removal of roots from the joints. Any roots which could prevent the seating of the packer and could prevent the proper application of chemical sealants shall be removed. Procedures may include the use of mechanical equipment such as rodding machines, bucket machines and winches using root cutters and porcupines, and equipment such as high-velocity jet cleaners. Chemical root treatment may be used at the option of the

Contractor.

F. Chemical Root Treatment

To aid in the removal of roots and at the option of the Contractor, manhole sections that have root intrusion may be treated with an approved herbicide. The application of the herbicide to the roots shall be done in accordance with the manufacturer's recommendations and specifications in such a manner to preclude damage to surrounding vegetation. Any damaged vegetation so designated by the Engineer shall be replaced by the Contractor at no additional cost to the Owner. All safety precautions as recommended by the manufacturer shall be adhered to concerning handling and application of the herbicide.

G. Material Removal

Sludge, dirt, sand, rocks, grease, and other solid or semisolid material resulting from the cleaning operation shall be removed at the downstream manhole of the section being cleaned. Passing material from manhole section to manhole section, which could cause line stoppages, accumulations of sand in wet wells, or damage pumping equipment, shall not be permitted.

H. Disposal/Decant of Materials

All dirt, debris, roots and other material removed from the sewers shall be loaded and hauled by the Contractor to an approved waste disposal location secured by the Contractor. Any costs or fees associated with the disposal of the material, including material testing shall be paid by the Contractor. No additional payment will be made for disposal fees and shall be incidental to the cleaning of the sewers. No debris shall be allowed to pass on to downstream portions of the sewer system. The Contractor will be responsible to make provisions to ensure this or clean these sewers at his own expense.

All debris, solids or liquids resulting from the cleaning operations shall be removed from the site and disposed of by a licensed liquid industrial waste hauler in accordance with Act 136 PA 1969, as amended. The Engineer shall be provided a copy of the manifest. The Contractor shall provide for the discharge of the liquid removed from the manholes and into the sanitary sewer system using an approved and designated manholes as specified by the Owner and Engineer.

The solid waste generated from the above cleaning operations shall be disposed of at an approved landfill based on the results of material testing, in a manner that complies with applicable local, state and federal laws, rules and regulations for transportation and final disposal of such waste material. All materials shall be removed from the site no less often than at the end of each workday. Under NO circumstances will the Contractor be allowed to accumulate debris, etc., on the site of work, except in totally enclosed containers and as approved by the Owner.

I. Normal Cleaning

Cleaning shall be defined as follows:

1. Initial Sectioning of the Sewer Line (Step Cleaning): Sectioning shall include a minimum of three passes. The first pass shall extend from the downstream manhole to a point in the sewer equal to 1/3 of the total distance between the manholes which are being cleaned. The second pass shall include 2/3 of the sewer line and the third sectioning pass shall extend the full distance between manholes. All passes shall be made using sufficient capacity of the sewer cleaning equipment.

2. Continuous Cleaning Passes from Manhole to Manhole: Once the sectioning of the sewer line has been completed, the Contractor shall make up to three (3) complete passes from manhole to manhole.

Immediately after the above process has been completed, the Contractor shall visually investigate the sewer line by use of C.C.T.V. This operation must be done utilizing the jet to draw down enough of the existing flow to enable investigation of the bottom of the pipe. If at this time, debris still remains in the sewer, additional heavy cleaning efforts will be required. Payment for this item shall be considered included in the pre-tv price for cleaning sewers from M.H. to M.H. All

C.C.T.V. investigation necessary to verify the cleanliness of the lines shall be incidental to this item of work. No additional payment will be made for reverse setups other than that sewer which has been cleaned.

J. Heavy Cleaning

"Heavy Cleaning” of sewers shall include all labor, material and equipment required to have the sewer in a clean condition before televising of the sewer.

This item will be bid as work supplemental to the normal cleaning as outlined above. It shall be paid for those sewers that require rodding, root cutting or additional cleaning as defined in Paragraph D. "Sewer Cleaning" to accomplish the end result.

Payment for this item shall be considered included in the pre-tv price for cleaning sewers from M.H. to M.H. All C.C.T.V. investigation necessary to verify the cleanliness of the lines shall be incidental to this item of work. No payment will be made on sections of sewer which are not "clean" as verified by the C.C.T.V.

investigation.

K. Extra Heavy Cleaning

"Extra Heavy Cleaning” of sewers shall include all labor, material and equipment required to have the sewer in a clean condition before televising of the sewer.

This item will be bid as work supplemental to the normal and heavy cleaning as outlined above. It shall be paid for those sewers that require additional services beyond continuous rodding, root cutting or heavy cleaning as defined in J, "Heavy Cleaning" to accomplish the end result.

The use of “Extra Heavy Cleaning” shall be agreed upon by both the construction observer and the contractor, and shall be approved by the engineer.

L. Final Acceptance

Acceptance of sewer line cleaning shall be made upon the successful completion of the C.C.T.V. investigation and shall be to the satisfaction of the

Owner's representative. If C.C.T.V. investigation shows the cleaning to be unsatisfactory, the Contractor shall be required to reclean and reinvestigate the sewer line until the cleaning is shown to be satisfactory.

2. FINAL TV INVESTIGATION AND LOG

“Final TV investigation and Log” of the size as designated in the proposal will include all labor, material and equipment required to complete the work. The investigation shall be performed by a NASSCO Pipeline Assessment and Certification Program (PACP©) certified operator. The investigation shall be carried out under the direct supervision of the Owner’s representative with all C.C.T.V. investigation being done simultaneous with the cleaning process and approved by the Owner’s representative.

Information concerning depths of flow, manhole depths, air quality in the sewers, accessibility of manholes, traffic conditions, and other safety considerations are to be the sole responsibility of the Contractor to obtain and incorporate the necessary provisions into the overall contract price to complete the specified work under the conditions existing in the sewers to be investigated.

The contractor may be required to submit sample video recordings from recently completed projects demonstrating the picture quality obtained for pipe diameters ranging between 8 to 48 inches. The intent is to ensure that the best possible picture quality is made available to the

Owner.

All C.C.T.V. investigation shall be recorded on approved media which shall be turned over to the Owner. The recording must be made on continuous approved video media on which audio and colored video information can be recorded. The speed and electronics of the approved media shall be equal to that which can be played back on a standardized recorder of the electronics industry. The recording shall be made on a hard drive.

The investigation shall involve visual observation showing the running footage, manhole to manhole section and street or easement at all times on screen in all video recordings. The investigation shall be performed at a rate of speed which will allow examination of each manhole, all points of infiltration, cracked or crushed pipe, defective joints, misalignment in line or grade and location of wye openings.

As part of the C.C.T.V. investigation, all manholes shall be panned to show any and all connections along with its overall condition, the precise location of each wye and any problem areas. These locations shall be entered on the investigation forms supplied by the Contractor.

The C.C.T.V. investigation shall be done only during dry weather conditions. Televising shall not be performed if there is any fog in the sewer such as occurs during cold weather conditions. All

C.C.T.V. investigation shall be observed by the designated representative of the Owner. Any

C.C.T.V. investigation performed in the absence of the representative of the Owner will not be considered for payment.

The color television camera used for the investigation shall be one specifically designed and constructed for such investigation. Lighting for the camera shall be suitable to allow a clear picture of the entire periphery of the pipe. The camera, pan and tilt, shall be operative in 100% humidity conditions, and have a high resolution lens capable of scanning 360-degrees circumference and 270-degrees on a horizontal axis to televise sewer lines and laterals. The camera, television monitor, and other components of the video system shall be capable of producing picture quality to the satisfaction of the Owner’s Representative; and if unsatisfactory, equipment shall be removed and no payment will be made for an unsatisfactory investigation.

The camera shall be moved through the line in either direction at a moderate rate, stopping when necessary to permit proper documentation of the sewer’s condition. The camera shall be stopped immediately adjacent to each service connection and rotated to allow viewing into the service lead. This will allow verification that the lead is in service and provide accurate stationing for the connection. In no case will the C.C.T.V. camera be pulled at a speed greater than 30 feet per minute. Manual winches, power winches, TV cable, and powered rewinds or other devices that do not obstruct the camera view or interfere with proper documentation of the sewer conditions shall be used to move the camera through the sewer line. If, during the investigation operation, the C.C.T.V. camera will not pass through the entire manhole section, the contractor shall set up his equipment so that the investigation can be performed from the opposite manhole. If, again, the camera fails to pass through the entire manhole section, the investigation shall be considered complete and no additional investigation work will be required.

If the camera encounters a dip in the sewer such that water is standing above the spring line of the sewer pipe, and if the camera lens becomes submerged because of this condition, the camera rig shall be withdrawn from the sewer and inserted from the other end as far as possible.

At all times, back flooding into the reach from the adjacent section shall be prevented. If an obstruction in the sewer line prohibits the continuation of the C.C.T.V. investigation, the

Contractor shall set up on the other manhole and continue videotaping in the reverse direction until the obstruction is met. Payment for reverse setups will be based upon the total footage videotaped. No additional payment will be made.

If camera or other equipment becomes seized in a sewer and excavation is required to retrieve the equipment, all excavation, material, backfill and restoration shall be completed at no additional cost to the Owner.

A report detailing all notes, wye locations, and other pertinent information shall be made as a part of the C.C.T.V. investigation in accordance with NASSCO’s PACP©. The report shall be produced using C.C.T.V. inspection software provided by a NASSCO PACP© certified vendor.

All C.C.T.V. reports shall be down loaded or recorded on board the C.C.T.V. vehicle. Formatting and layout, i.e., observations and defect codes, shall be NASSCO PACP© standard.

At the end of each work day, the contractor shall provide the Owner’s representative with the approved video media that includes all critical sewer defects encountered that day, along with a copy of the inspection report for the applicable manhole to manhole section(s). Upon completion of the Project, two (2) tabulated color copies of the reports shall be delivered to the Engineer no later than thirty (30) days after project completion. Each report shall be bounded in a three ring binder and include a table of contents and the videos on an external hard drive.
