About this file
This is a Service Areas document related to a Request for Proposal issued by Greenville County, South Carolina for comprehensive Parking Garage Management Services at the Heritage Green Parking Deck, located at 26 Heritage Green Place. The facility, which comprises approximately 340 parking spaces across a two-level automated garage and surface lot, serves the Greenville County Main Branch Library, Greenville Little Theatre, Greenville County Art Museum, and Children's Museum of the Upstate. Services requested include staffing of parking ambassadors during peak operating hours (Monday-Friday, 8:30 AM-5:00 PM), remote support during off-peak hours, revenue collection and remittance, facility maintenance oversight, and coordination with the County's parking rate structure of $0.50 per 30 minutes with a $4.00 daily maximum. A mandatory pre-proposal meeting is scheduled for March 10, 2026 at 9:30 AM at the facility, with written questions due by March 13, 2026 at 3:00 PM and proposals due electronically by March 25, 2026 at 3:00 PM. The County anticipates award by April 8, 2026, with contract negotiations occurring April 8-29, 2026 and services commencing July 1, 2026. The contract is structured as a one-year initial term with options for up to four additional one-year renewal periods at the County's discretion.
Qualified vendors must submit three pricing components: a monthly management fee, hourly labor rates, and a markup percentage, with the final contract value to be determined through the proposal evaluation process. Contractors must maintain a fully staffed local office within five miles of the facility with five-minute response times and provide comprehensive general liability insurance of $1,000,000 per occurrence, $1,000,000 automobile liability coverage, and statutory workers' compensation insurance with waiver of subrogation. The facility operates as a fully automated, cashier-free system utilizing Parkonect technology, which the successful contractor must integrate with and maintain. The contractor will collect all parking revenues on behalf of the County and remit monthly with detailed financial reporting; operating expense deficits are reimbursed by the County following approval. No incumbent vendor is identified in the available procurement documents, and the RFP documents do not specify set-aside designations or restrictions limiting competition. All vendors must complete the County's Substitute Form W-9 prior to contract award and payment authorization, and all services must comply with applicable federal, state, and local laws, including the South Carolina Illegal Immigration Reform Act.
