About this file
The document contains a Statement of Work (SOW) for the United States Coast Guard Cutter (USCGC) SENECA, seeking a new Oily Water Separator (OWS) system for the vessel's engine room. The current OWS is non-operational, and technical services from SFLC have determined that replacement is more cost-effective than repair. The specific model required is WSE-5-01-037, with the primary performance location at CGC SENECA in Portsmouth, VA.
The accompanying Notice of Intent to Award indicates the Coast Guard's plan to award a sole-source contract to GEA Mechanical Equipment US on 04/07/2025 for one OWS unit. Interested parties are invited to respond by 10 AM on 4 April 2025 to Jacqueline Handley, providing company details, business size, contact information, and documentation demonstrating part equivalence. The notice emphasizes that this is an informational request, not a formal Request for Quote, and companies should not submit pricing information. The contract is administered by the Department of Homeland Security US Coast Guard, with LT Cody Tecson serving as the Contracting Officer Technical Representative.

Statement of Work (SOW)
For services to USCGC SENECA OILY WATER SEPARATOR SYSTEM
1. Background and Current Observed Issues
CGC SENECA is requesting a NEW OILY WATER SEPARATOR in the ENGINE ROOM. Current status of installed unit is not operable. Procured TECH services from SFLC by OEM manufactures has deemed installed unit would cost more to repair than to replace. The oily water separator allows SENECA to pump dirty oil and oily waste tanks while underway, allowing SENECA to empty bilges more regularly and better manage dirty oil and oily waste tank levels.
