About this file

This Statement of Work (SOW) outlines requirements for constructing a Protection of Civilians/Military Operations in Urban Terrain (POC-MOUT) training site at the National Training Center – Capitaine Gormack Niang near Thies, Senegal. The project involves building multiple training facilities including single and multi-story dwellings, public buildings (school, church, mosque, medical clinic), retail structures, and support facilities to simulate a realistic sub-Saharan African urban environment for peacekeeping training.

The project consists of four main tasks: Task A - constructing the MOUT training site with 28 buildings and associated infrastructure; Task B (optional) - building a Protection of Civilians/IDP Camp; Task C (optional) - constructing support facilities including ablution facilities, exercise control building, and training sheds; and Task D (optional) - developing the road network and parking areas. Key requirements include solar-powered street lighting, electrical and water infrastructure, drainage systems, and various safety features for training scenarios. The period of performance includes 60 days for pre-construction survey and 18 months for construction after Notice to Proceed. The contractor must coordinate with Senegal officials for permits, customs clearance, and utilities connections. The project supports the U.S. Department of State's Global Peace Operations Initiative (GPOI) program to enhance international peacekeeping capabilities.
