About this file

This document is a seller checklist provided by the City of Philadelphia Procurement Department for vendors submitting quotes through the PHLContracts system for Services, Supplies, and Equipment (SS&E) contracts. The checklist outlines the procedural requirements that sellers must complete before submitting bids for opportunities such as Canopy Tents with Various Logos in Pennsylvania. All quotes must be submitted electronically through PHLContracts no later than 10:30 AM on the bid opening date, and faxed or mailed submissions will not be accepted. Sellers are responsible for ensuring timely submission and must acknowledge the bid and all related amendments prior to quote submission.

Prior to submitting a quote, vendors must complete several mandatory steps including payment of annual bid security fees, bid processing fees, and performance security fees where applicable, along with submission of supporting documentation such as payment receipts and the completed Annual Bid Security Application. The checklist requires sellers to acknowledge their Local Business Entity (LBE) certification status, enter itemized pricing, answer all mandatory questions, meet any MBE/WBE participation requirements, accept terms and conditions without exceptions, and submit required attachments including a Consent & Authorization form, certificates of insurance, bid bonds when applicable, and completed pricing sheets. Red validation warnings must be resolved before quote submission, and the seller must review the complete quote on the Summary Tab before final submission.
