About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department for a micro purchase of upgraded conferencing systems to be installed in the 13th Floor Conference Room at 1101 Market Street. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items listed in the bid to be eligible for award consideration. The document provides step-by-step guidance for vendors submitting quotes through the PHLContracts.phila.gov portal, including completing the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. No services or deliverables should commence until the vendor receives formal notification from the department.

The checklist requires all bidders to confirm Local Business Entity (LBE) certification status, enter unit costs for each line item, answer mandatory questions, accept the terms and conditions of the bid, and submit a signed Consent & Authorization form as a prerequisite to quote consideration. Vendors are encouraged but not required to submit an optional LGBTQ Applicant Opportunity Data Form. All red validation warnings must be addressed and resolved before submission. The procurement is a small purchase under Philadelphia's procurement regulations, and vendors must complete all specified steps and attachments through the PHLContracts online platform to have their quotes properly considered for award.
