About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The document provides step-by-step instructions for vendors submitting quotes for a small purchase opportunity in Pennsylvania. The procurement seeks quotes for a 7 cubic foot mini fridge. Sellers must quote all items listed in order to be eligible for award. No specific response dates, due dates, site visits, or bidder conferences are mentioned in this checklist document.

The award will be made as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Vendors must complete all required tabs in the online system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. Critical requirements include entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting an executed Consent & Authorization form with their quote. Vendors are also encouraged to attach the optional LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) Program classification question must be answered despite not applying to small purchases. Vendors should not deliver products or provide services until notified by the department.
