About this file

This document is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for a micro purchase of an autopsy cart to be awarded as a whole or by line item, whichever serves the City's best interest. Sellers must quote all items to be eligible for award and are prohibited from delivering or providing services until receiving notification from the department. The procurement process requires vendors to ensure they are operating in the Seller role rather than Seller Admin role before proceeding with quote submission.

The checklist outlines thirteen mandatory steps for quote submission, including selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. Vendors must provide an executed Consent & Authorization form in their vendor profile or attach a copy during submission, as quotes will not be considered without this documentation on file. Optional supporting documentation includes the LGBTQ Applicant Opportunity Data Form and any additional documents relevant to the quote. The award will be made to the lowest responsive and responsible bidder, with the contract located in Pennsylvania.
