About this file
This is a Seller Checklist document for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes for Sit/Stand Converter Desks, a micro purchase opportunity in Pennsylvania. The document outlines the submission process for sellers, requiring vendors to complete multiple tabs within the online system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. Sellers must quote all items to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the city's best interest, to the lowest responsive and responsible bidder.
The checklist requires vendors to confirm their role as "Seller" rather than "Seller Admin" and mandates completion of several procedural steps, including selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and uploading required documentation. Vendors must have an executed Consent & Authorization form on file in their vendor profile; quotes will not be considered without this document. The process also permits optional submission of an LGBTQ Applicant Opportunity Data Form. Vendors are instructed not to deliver products or provide services until notified by the department and must address all red validation warnings before submitting their quote through the PHLContracts.phila.gov platform.
