About this file
This is a Seller Checklist document from the City of Philadelphia Procurement Department for small purchases submitted through the PHLContracts platform. The checklist outlines the required steps for vendors responding to the Service Line Material Annual Mailing 2027 micro purchase opportunity in Pennsylvania. Sellers must complete all mandatory sections including the General Tab (confirming seller role and Local Business Entity status), Items Tab (entering unit costs for each listed item), Questions Tab (answering all mandatory questions), Terms & Conditions Tab (accepting bid terms and downloading attachments), and Attachments Tab (submitting required documentation). The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and must not deliver or provide services until notified by the department.
Pricing is submitted on a unit cost basis for each line item in the bid. All vendors must have an executed Consent & Authorization form on file in their vendor profile prior to quote submission, as no quote will be considered without this documentation. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) Program does not apply to small purchases, but vendors must answer the LBE certification question to proceed. Sellers must review their complete quote for validation warnings and submit through the PHLContracts portal at www.PHLContracts.phila.gov.
