About this file

This is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for the CPOC Promotional Items micro purchase opportunity in Pennsylvania. Vendors must complete all required tabs and fields within the PHLContracts system to submit a responsive bid. The micro purchase will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder. Vendors must quote all items listed to be eligible for award consideration, and no delivery or services should commence until the vendor receives official notification from the City department.

The submission process requires vendors to confirm their business status, enter unit costs for each item, answer all mandatory questions, accept terms and conditions, and submit required documentation including an executed Consent & Authorization form and any optional supporting documents such as the LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) Program certification question must be answered even though it does not apply to small order purchases. All validation warnings must be resolved before quote submission. Vendors should ensure they are operating in the Seller role rather than the Seller Admin role within the PHLContracts platform to complete their quotes successfully.
