About this file

This document is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes on a one-year maintenance contract micro purchase in Pennsylvania. The procurement will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Sellers must quote all items listed to be eligible for award consideration. The contract term is one year, and vendors are instructed not to deliver services or products until officially notified by the department.

The pricing submission requires vendors to enter unit costs for each item in the bid and answer all mandatory questions within the system. Key submission requirements include providing an executed Consent & Authorization form in the vendor profile, completing all required attachments, and accepting the terms and conditions of the bid. The checklist also indicates an optional LGBTQ Applicant Opportunity Data Form is available for submission. Vendors must maintain the Seller role rather than Seller Admin role when submitting quotes, and all validation warnings must be resolved before submission. The Local Business Entity (LBE) certification question must be answered regardless of whether the LBE Program applies to this particular small order purchase.
