About this file
This is a Seller Checklist document from the City of Philadelphia Procurement Department for small order purchases submitted through the PHLContracts eProcurement platform, related to a micro purchase for jackhammer parts and repair with a quote due date of July 15, 2026. The procurement will be awarded as a whole or by line item, whichever serves the City's interest, to the lowest responsive and responsible bidder. Sellers must quote all items listed to be eligible for award and are prohibited from delivering or providing services until notified by the department. The checklist outlines the submission process, which requires sellers to operate in the Seller role rather than Seller Admin role, answer a mandatory question regarding Local Business Entity (LBE) certification status (though the LBE Program does not apply to small order purchases), enter unit costs for each item, answer all mandatory questions, and accept the terms and conditions of the bid through the PHLContracts platform.
Prior to bid closing, vendors must submit a fully executed Consent and Authorization Agreement, which may be attached to the vendor's profile during initial registration or included with the first submitted quote. The agreement governs vendor access to and use of PHLContracts on an "as is" basis and requires designation of a Seller Administrator for account management. Vendors are responsible for maintaining password confidentiality, using secure browsers, and restricting account creation to authorized personnel. Any quote submitted through the company's PHLContracts account binds the company to the quoted terms as if signed by a duly authorized representative. Signature requirements vary by business entity type: corporations require signatures from both a President or Vice President and a Secretary or Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or other duly authorized signers. Sellers may optionally submit the LGBTQ Applicant Opportunity Data Form and attach any documents related to their quote in the Attachments Tab.
