About this file
This document is a seller checklist for small purchases issued by the City of Philadelphia Procurement Department through its PHLContracts platform. The checklist provides step-by-step instructions for vendors responding to a micro purchase solicitation for a Epson FX-890II 9-pin dot matrix printer in Pennsylvania. Sellers must complete all required sections of the online bidding portal, including the General Tab (confirming seller role and Local Business Entity status), Items Tab (entering unit costs for all listed items), Questions Tab (answering mandatory questions), Terms & Conditions Tab (downloading attachments and accepting terms), and Attachments Tab (submitting required documentation). The solicitation will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award, and no delivery or services should commence until official notification from the department.
Key submission requirements include execution of a Consent & Authorization form, which must be on file in the vendor's profile or attached with the quote submission—quotes will not be considered without this documentation. The optional LGBTQ Applicant Opportunity Data Form may also be submitted. Vendors must save and continue after completing each tab to clear validation warnings before final submission. The Local Business Entity Program designation does not apply to small purchases but the question regarding LBE certification must be answered to proceed. All required attachments listed in the Terms & Conditions Tab must be downloaded, saved, and reviewed prior to submission on the PHLContracts.phila.gov platform.
