About this file
This is a Seller Checklist document from the City of Philadelphia Procurement Department for completing small purchase bids through the PHLContracts online portal in connection with a micro purchase solicitation for a U.S. Flag Free-Flying Hot Air Balloon. The procurement is scheduled with a submission deadline of May 19, 2026, and will be awarded as a whole or by line item, whichever best serves the City's interests, to the lowest responsive and responsible bidder meeting all qualifications. Sellers must quote every item listed in the solicitation to be eligible for award consideration, and no deliveries or services may commence until the vendor receives formal written notification from the department. The resulting agreement will be structured as a Firm Limit Contract with fixed pricing and terms.
The checklist outlines twelve sequential steps sellers must complete through the PHLContracts platform, including confirming seller role status, answering Local Business Entity (LBE) certification questions, entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. All potential sellers must provide an executed Consent and Authorization Agreement either during vendor registration or with their initial quote submission, with signatures required from appropriate company officials based on entity type. The City of Philadelphia encourages participation from diverse vendors through voluntary diversity initiatives, including optional submission of an LGBTQ Applicant Data Form and self-identification as an LBE or holder of third-party certifications from organizations such as the Eastern Minority Supplier Development Council or Women's Business Enterprise National Council. Vendors are responsible for maintaining compliant vendor profiles and resolving all validation warnings before quote submission.
