About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for a micro purchase opportunity designated DH ART/OFFC 9/26. The checklist provides step-by-step instructions for vendors submitting quotes on this small purchase, which will be awarded as a whole or by line item to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration. The document emphasizes that vendors should not deliver or provide services until officially notified by the department and must submit item specifications with their bids, with pricing remaining firm for the designated hold period.

The submission process requires vendors to complete multiple tabs within the PHLContracts system, including confirmation of seller role, Local Business Entity (LBE) certification status, unit cost entry for each listed item, mandatory question responses, acceptance of terms and conditions, and attachment submissions. Critical attachments include an executed Consent & Authorization form, which is mandatory for quote consideration; an optional LGBTQ Applicant Opportunity Data Form; and any supporting documents related to the quote. Vendors must carefully review validation warnings and address any red flags before final submission to ensure their quote is complete and eligible for consideration.
