About this file

This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for submission of quotes on small purchases through the PHLContracts platform. The specific opportunity referenced is a micro purchase for mini blinds in Pennsylvania, which will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are instructed not to deliver or provide services until notified by the department.

The checklist outlines the required submission steps for sellers, including: confirming seller role status in the system; answering the Local Business Entity (LBE) certification question; entering unit costs for each item; answering all mandatory questions; reviewing and accepting terms and conditions; and submitting required attachments, including a Consent & Authorization form, which is mandatory for quote consideration. An optional LGBTQ Applicant Opportunity Data Form may be submitted. Sellers must review their complete quote for validation errors before final submission through the PHLContracts.phila.gov portal. No pricing information, contract term, or award date is specified in this procedural document.
