About this file
This is a seller checklist document provided by the City of Philadelphia Procurement Department for vendors submitting quotes through the PHLContracts platform for small purchases. The checklist outlines a 13-step process that sellers must complete to submit a quote, beginning with ensuring proper user role selection and proceeding through tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary. Vendors must answer all mandatory questions, enter unit costs for listed items, download and review all attachments and terms, and address any validation warnings before submission. The checklist emphasizes the importance of saving progress at each step and using the "Working" link in the Quotes tab to resume incomplete submissions.
Key requirements for quote submission include providing a Consent & Authorization form, which must be either on file in the vendor's profile or attached in the Attachments Tab, as no quote will be considered without this documentation. While the Local Business Entity (LBE) Program certification question must be answered to proceed, it does not apply to small purchases. The checklist indicates that vendors have the optional opportunity to submit an LGBTQ Applicant Opportunity Data Form and may attach additional documents related to their quote. All red validation messages must be resolved before submission, and vendors should review their complete quote on the Summary Tab prior to final submission through the PHLContracts.phila.gov platform.
