About this file

This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for vendors submitting quotes on small purchases through the PHLContracts platform. The opportunity involves a storage cabinet micro purchase with a contract period from October 22, 2026, through June 30, 2027. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are prohibited from delivering or providing services until officially notified by the department.

The SOP checklist outlines thirteen mandatory steps for vendors to complete their quote submission, including confirming seller role status, selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering all mandatory questions, downloading and accepting terms and conditions, and submitting required attachments. Critical requirements include an executed Consent & Authorization form in the vendor's profile (no quote will be considered without this document on file), completion of any bid-specific attachments, and optional submission of an LGBTQ Applicant Opportunity Data Form. Vendors must review their complete quote for red validation warnings, address any identified issues, and submit through www.PHLContracts.phila.gov. The LBE Program does not apply to small purchases, though the certification question must be answered to proceed with the quote.
