Seller SOP Checklist for Small Purchases – City of Philadelphia

This document is a procedural checklist issued by the City of Philadelphia Procurement Department for vendors submitting quotes through the PHLContracts platform for small purchases. The checklist provides step-by-step guidance for the specific micro purchase solicitation titled "WXTPTU-Module Spare Part," a requirement purchase to be awarded as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder. Vendors must quote all items listed to be eligible for award consideration and shall not deliver products or provide services until receiving formal notification from the department.

The checklist outlines thirteen mandatory steps that sellers must complete to submit a compliant quote, including confirming seller role status, completing the General Tab by answering Local Business Entity certification status, entering unit costs for each item in the Items Tab, answering all mandatory questions in the Questions Tab, downloading and accepting terms and conditions, and submitting required attachments such as an executed Consent & Authorization form. Vendors are encouraged to submit an optional LGBTQ Applicant Opportunity Data Form and may attach additional documents relevant to their quote. The document emphasizes the importance of addressing all red validation warnings before submission and instructs sellers to save and continue after each tab to avoid losing progress on the PHLContracts.phila.gov platform.
