About this file

This document is a Seller Standard Operating Procedure (SOP) Checklist provided by the City of Philadelphia Procurement Department for vendors submitting quotes on small purchases through the PHLContracts platform. The related contract opportunity involves the procurement of Grafix Clear Acetate, a micro purchase to be awarded as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder. The requirement period runs from October 21, 2026, through June 30, 2027. Sellers must quote all items to be eligible for award consideration, and no delivery or services should commence until authorized by the department.

The checklist outlines twelve sequential steps for vendors to complete their quote submission, including verifying seller role status, selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Critical requirements include submission of an executed Consent & Authorization form, which must be on file or attached to avoid disqualification, and completion of all mandatory questions. Vendors are also encouraged to submit an optional LGBTQ Applicant Opportunity Data Form. The submission process utilizes the www.PHLContracts.phila.gov platform, where vendors must address all red validation warnings before final submission of their quote.
