About this file

This Seller Standard Operating Procedures (SOP) Checklist is associated with the City of Philadelphia's micro purchase procurement for insulated rubber gloves under contract B2727869. The City seeks quotes for insulated rubber gloves for delivery during the contract period of July 1, 2026, through June 30, 2027. Sellers must quote all line items to be considered eligible for award. Bids are due by August 31, 2026, with submission required electronically through the PHLContracts system by the specified bid opening time. Award may be made as a whole or by individual line item, whichever best serves the City's interests, and will be made to the lowest responsive and responsible bidder. Sellers are instructed not to deliver products or provide services until receiving official notification from the City department.

Pricing must be quoted net and exclusive of taxes, with all quoted prices and terms remaining valid for 60 days from submission or throughout the contract term. Delivery is FOB Destination Point at quoted prices, with the total contract value not to exceed $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The successful seller must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, with the City named as an additional insured. Sellers must comply with Philadelphia's business tax ordinances, nondiscrimination provisions, and ethics requirements, and cannot be indebted to the City for delinquent taxes or other obligations without an established payment plan. Quotes submitted after the bid opening time may only be accepted at the Procurement Commissioner's discretion if it is the only response received and in the City's best interest.
