About this file
This is a Seller Standard Operating Procedure Checklist issued by the City of Philadelphia Procurement Department for the submission of quotes on small purchases through the PHLContracts platform. The specific contract opportunity relates to the procurement of US National and City Flags as a micro purchase to be awarded to the lowest responsive and responsible bidder. Sellers must quote all items listed in the bid to be eligible for award of the entire contract, though the City reserves the right to award by individual line item if deemed in the City's best interest. No services or products should be delivered until formal notification is received from the responsible department.
The checklist outlines the required steps for sellers to submit compliant quotes, including: confirming seller role status, answering mandatory questions regarding Local Business Entity (LBE) certification status, entering unit costs for each item, accepting terms and conditions, and submitting required documentation including an executed Consent & Authorization form. Sellers must also complete all attachment requirements and address any validation warnings before submission. The optional LGBTQ Applicant Opportunity Data Form may be submitted as well. All quotes must be submitted through the PHLContracts portal at www.PHLContracts.phila.gov, with vendors instructed to save progress regularly and review their submissions for accuracy before final submission.
