About this file

This is a Seller Standard Operating Procedures (SOP) Checklist for the City of Philadelphia Procurement Department's PHLContracts platform, applicable to small purchases. The document provides step-by-step guidance for vendors submitting quotes for RED EVIDENCE PRO SECURITY TAPE WITH WRITING LINE, a micro purchase to be awarded to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award and may not deliver or provide services until officially notified by the department. The contract term runs from August 18, 2026, through June 30, 2027.

The checklist outlines thirteen critical steps vendors must complete to submit a compliant quote, including: confirming seller role status, selecting Local Business Entity (LBE) certification status (though the LBE Program does not apply to small purchases), entering unit costs for each listed item, answering mandatory questions, reviewing and accepting terms and conditions, submitting all required attachments (specifically noting that an executed Consent & Authorization form is mandatory for consideration), optionally completing the LGBTQ Applicant Opportunity Data Form, and submitting the final quote through the PHLContracts platform. The checklist emphasizes that all validation warnings must be addressed and that vendors should use the "Save & Continue" function after each tab to track progress through the submission process.
