About this file

This is a Seller's Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for small purchases through the PHLContracts platform. The checklist outlines the step-by-step process for vendors submitting quotes for the parts and labor repair of Factory Cat GTX-ST 30D floor scrubbers. The document specifies that sellers must quote all items to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest. The resulting contract will be structured as a requirements contract, and vendors are instructed not to deliver or provide services until officially notified by the department.

The checklist requires vendors to complete multiple mandatory steps including confirming their seller role, indicating Local Business Entity (LBE) certification status (though this program does not apply to small purchases), entering unit costs for each line item, answering all mandatory questions, and downloading and accepting the terms and conditions. Vendors must submit a valid and executed Consent & Authorization form in their vendor profile as a prerequisite for quote consideration, with the option to submit an LGBTQ Applicant Opportunity Data Form and any supporting documentation related to their quote. The process culminates in a final review phase where vendors must address any validation warnings before submitting their quote through the PHLContracts platform.
