About this file
This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for completing small purchase quotes on the PHLContracts platform. The checklist applies to the Pan Rounds Ammunition micro purchase opportunity, a micro purchase to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. The requirement period for this contract extends from July 1, 2026 through June 30, 2027. Sellers must quote all items listed in order to be eligible for award consideration, and no delivery or services should commence until official notification is received from the department.
The checklist outlines a 13-step submission process that requires vendors to confirm their seller role, select LBE certification status if applicable, enter unit costs for each bid item, answer all mandatory questions, accept terms and conditions, and submit required documentation including an executed Consent & Authorization form and any optional LGBTQ Applicant Opportunity Data Form. Vendors must complete all tabs in the PHLContracts system, address all red validation warnings, and review the summary before final submission. A Consent & Authorization form must be on file in the vendor's profile or attached during submission; quotes will not be considered without this documentation.
