About this file

This is a seller checklist document from the City of Philadelphia Procurement Department that outlines the procedural requirements for submitting quotes on small purchases through the PHLContracts platform. The specific opportunity referenced is for a 40' High Cube Storage Container to be awarded to the lowest responsive and responsible bidder on a requirements contract basis. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests. Sellers must quote all items to be considered eligible for award, and no delivery or services should commence until official notification is received from the department.

The checklist establishes a multi-step submission process requiring sellers to confirm their role in the system, select Local Business Entity (LBE) certification status, enter unit costs for each line item, answer mandatory questions, accept terms and conditions, and submit required attachments including an executed Consent & Authorization form. The document emphasizes that all validation requirements must be satisfied before quote submission and notes that the optional LGBTQ Applicant Opportunity Data Form may also be submitted. No specific pricing terms, quantities, response dates, or award dates are detailed in this checklist, as it serves as procedural guidance rather than the substantive bid solicitation.
