About this file
This is a Seller Standard Operating Procedure (SOP) checklist document issued by the City of Philadelphia Procurement Department for submission of quotes on small purchases through the PHLContracts platform. The document outlines the procedural requirements for vendors bidding on the Purchase of Sea Box Storage/Freight Container, a micro purchase opportunity for the Commonwealth of Pennsylvania. The contract term runs from July 1, 2026, through June 30, 2027. Sellers must quote all items to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No delivery or services should commence until the vendor receives formal notification from the department.
The checklist establishes mandatory submission steps including verification of seller role status, completion of the General Tab (including Local Business Entity certification status), Items Tab with unit cost entries, Questions Tab with answers to mandatory inquiries, acceptance of Terms & Conditions, and Attachments Tab documentation. Critical attachments include an executed Consent & Authorization form, which must be on file in the vendor profile or attached with the quote; failure to provide this document will result in quote rejection. Vendors are also invited to submit the optional LGBTQ Applicant Opportunity Data Form and any supporting documents related to their quote. All red validation warnings must be resolved, and the complete quote must be reviewed in the Summary Tab prior to submission through www.PHLContracts.phila.gov.
