About this file

This document is a Seller SOP Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for a Preventive Maintenance Contract in Pennsylvania. The contract period runs from July 1, 2026, through June 30, 2027. Sellers must quote all items listed in the bid to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest. Services should not commence until the vendor receives official notification from the department.

The checklist outlines twelve essential steps for quote submission, including verification of seller role, completion of general information and item pricing tabs, responses to mandatory questions, acceptance of terms and conditions, and submission of required attachments. Vendors must provide a Consent & Authorization form in their vendor profile to have their quote considered; this form can be attached during the submission process if not already on file. The optional LGBTQ Applicant Opportunity Data Form may also be submitted. The Local Business Entity (LBE) certification question must be answered, though the LBE Program does not apply to small purchases. All red validation warnings must be addressed before quote submission through the www.PHLContracts.phila.gov portal.
